
Priscilla W. Clark, PhD, PCC
Priscilla W. Clark is a certified federal executive within the Department of Health & Human Services and was recently selected as the Managing Director for the Presidential Fellows Program Office within the Office of Personnel Management. In 2015, she was appointed as the Executive Leader for Senior Executive Service (SES) Reform within the White House’s Office of Management & Budget . Presently, she serves as the Director of Clinical Health Services responsible for the largest occupational health system in the government supporting approximately 1.8M federal employees across the federal workforce.
At HHS, she also served as the Director of Behavioral Health Services and the Director of Organizational Development & Leadership, where she developed programs to support leadership, staff, and organizational needs across a myriad of diverse agencies in the government. She began her Federal career with the U.S. Army Corps of Engineers in 1999 starting as a student scholar. She graduated Summa Cum Laude from the University of Maryland Eastern Shore with her PhD in Organizational Leadership, Magna Cum Laude from the University of New Orleans with her MS in Urban Studies & Public Affairs, and Summa Cum Laude from Jackson State University with her Masters in English—graduating #1 in her graduate class. She also attended University of Chicago summer research programs. In college, she was a member of the Alpha Chi, Phi Kappa Phi, and Sigma Tau Delta honor societies and received the highest academic award on the co-ed cheerleader squad. She was also a member of the Pierian Literary Society and among the President’s List Scholars and Who’s Who in American Colleges and Universities.
Dr. Clark currently holds a Special Graduate Faculty status with the University of Maryland Eastern Shore in the Department of Social Science, Organizational Leadership Program. She holds a Mentor Coach Certification and Professional Coach Certification through the International Coach Federation (ICF), College of Executive Coaching and recently completed certificate programs at American University and the Partnership for Public Service in Senior Executive Leadership. She serves as an Executive Coach and Mentor Coach to other leaders and coaches in the government.
