
Doniella McKoy
Doniella Mckoy serves as Continuity of Operations (COOP) Planner at New York City Emergency Management (OEM). She manages a portfolio of over a dozen New York City agencies and offices, communicating the importance of planning to sustain their operations during an emergency which affects millions of people that work and live in New York City when she is not serving as an ESF-8 Public Health and Medical Coordinator in the Emergency Operations Center.
She has led the development of the continuity of operations training curriculum for staff and agency partners. Recently, the COOP program shifted to a new application that manages the participating agencies continuity plans. This required the transfer of hundreds of documents to the new program and developing a training plan for individuals who utilize the application.
To ensure a smooth transition, Doniella engaged with partner agencies to make sure expectations were clear and viable. She created a comprehensive and helpful user guide for the application and went further by producing and publishing a computer-based training for all agency employees to use. This resource has saved the agency countless dollars and hours by eliminating the need to put together live training every time an agency has personnel changes.
