Crystal Francis works as a Program Analyst at the Social Security Administration. Through this, she researches ways to enhance data exchange processes with the private sector. Crystal is responsible for developing, implementing, and managing effective and creative strategies to meet current agency goals. She provides leadership and establishes strategies to enhance operations in a global capacity.

After attending the 2015 NextGen Summit, Crystal was determined to spearhead an effort to bring NextGen to SSA. She formed a coalition to launch a new advisory council called the Next Generation of Emerging Leaders at SSA and created a charter and by-laws for the council. The council was not initially approved because management had concerns about the by-laws. Crystal reconvened the team to make the by-laws more inclusive. Crystal saw employees’ aspiration for leadership as a unique opportunity to bridge the gap between generations. Ultimately, she gained managements approval to implement the council.
